Identify the court and county you plan to serve
Write down both the court handling the cases you want to serve and the county where service will occur. These are separate checks because a court may use its own permanent-server appointment process while the sheriff controls whether certified servers may serve in that county. The completed step is a named target court and county, not simply the county where you live.

Confirm the local authority route
Ask the target court whether it requires or offers a permanent or court appointment, then ask the relevant sheriff whether certified process servers may serve there. The Georgia Sheriffs’ Association specifically directs candidates to make those checks before training. For example, DeKalb appoints permanent process servers annually, while Cherokee describes both annual permanent appointments and case-by-case petitions. Check eligibility and gather the required documents
Confirm that you are at least 18, a United States citizen, and clear of the listed disqualifying convictions, pleas, and pending matters. Gather citizenship documentation, arrange the fingerprint-based background check, and obtain a commercial surety bond or liability insurance of at least $25,000. Complete the 12-hour pre-certification training
Choose an AOC-approved provider and finish the required 12 hours of pre-certification training. Keep the certificate of completion because it is required for the certification packet and the examination process. The rules allow approved pre-certification courses online or in person. Pass the Georgia Certified Process Server examination
Register for the AOC-approved examination after training. Make sure the provider submits your completion proof at least two weeks before the designated test date. If you do not achieve a validated score, wait 30 calendar days before retesting; after three consecutive unsuccessful attempts, repeat the 12-hour training. Submit the statewide packet and any local appointment packet
Submit the completed sworn GCPS packet through the sheriff procedure and follow the target court’s separate instructions for a permanent appointment when that court requires one. The statewide packet includes the application, citizenship proof, fingerprint background check, training certificate, exam certificate, bond or insurance proof, and $80 application fee. Take the oath and keep the credential active
After approval, receive the identification card and complete the oath required by the certifying sheriff. Track the expiration date because certification lasts three years, and complete at least five hours of relevant training in each calendar year after the year of initial certification.
